Medicinal Cannabis Aruba: Requests For Proposal (RFP) issued, registration deadline on February 16, 2021

Requests For Proposal (RFP)

On January 22nd, 2021, the Ministry of Tourism Public Health and Sport published on the website of Bureau Medicinale Cannabis Aruba (www.bmca.aw) three (3) Requests For Proposal (RFP), in regard to the issuance of a limited number of exemptions (ontheffingen) for the cultivation and processing of cannabis for medicinal purposes in Aruba:

  1. an RFP for the cultivation of cannabis for medicinal purposes in Aruba
  2. an RFP for the processing of cannabis for medicinal purposes in Aruba
  3. an RFP for the cultivation and processing of cannabis for medicinal purposes in Aruba

Registration deadline

In order to participate in one of the RFP’s mentioned above, the proposers must register on February 16th, 2021, at 11.59 PM, at the latest, on the website of Bureau Medicinale Cannabis (mentioned above).

Registration is open to all interested parties!

Further procedure

Following the registration, the procedure will be as follows for all three RFP’s:

  • instructions to proposers
  • proposal submission forms

The RFP documents will be issued to the parties who registered on February 19th, 2021. The deadline for submitting proposals will be on March 22nd, 2021, at 10 AM, after which the submitted proposals will be opened by the notary.

  • draft agreement
  • any other documents issued as addenda of clarifications to proposers in relation to the project

The RFP’s will be effectuated simultaneously and the most ‘solid and promising’ proposals will be selected. The winning proposers out of each of the three RFP’s are projected to be notified on April 12, 2021 at 10:00 AM, with whom an draft agreement will be negotiated and entered into with the public legal entity Aruba. According to the Minister of TPHS, the government intends to issue exemptions to 5 companies.

The BMCA

A (yet to be established) Bureau Medicinal Cannabis Aruba (BMCA) will oversee and regulate the production of medicinal cannabis in Aruba. The BMCA will operate according to the International Narcotic Board (INCB) laws and procedures, and will see to it that the rules and regulations of the INCB are abided by.
